Amendment to the Emission Standard for Pollutants from the Synthetic Resin Industry (GB 31572-2015)

To implement the "Environmental Protection Law of the People's Republic of China" and the "Law of the People's Republic of China on the Prevention and Control of Air Pollution", prevent and control environmental pollution, and improve the quality of the ecological environment
To implement the "Environmental Protection Law of the People's Republic of China" and the "Law of the People's Republic of China on the Prevention and Control of Air Pollution", to prevent and control environmental pollution, and to improve the quality of the ecological environment, the amendment to three national pollutant emission standards, namely, the "Emission Standards for Pollutants in the Petroleum Refining Industry" (GB 31570-2015), the "Emission Standards for Pollutants in the Petrochemical Industry" (GB 31571-2015), and the "Emission Standards for Pollutants in the Synthetic Resin Industry" (GB 31572-2015), are hereby approved and jointly issued by the Ministry of Ecology and Environment and the State Administration for Market Regulation.
According to relevant laws and regulations, the above-mentioned amendments to the standards are mandatory.
The above-mentioned amendments to the standards shall be implemented from July 1, 2024. New, rebuilt, and expanded petroleum refining, petrochemical, and synthetic resin industry construction projects whose environmental impact assessment documents are approved after July 1, 2024, are considered new enterprises; petroleum refining, petrochemical, and synthetic resin industry enterprises or production facilities that were completed and put into operation before June 30, 2024, or whose environmental impact assessment documents were approved before June 30, 2024, are considered existing enterprises.
New enterprises shall fully implement the above-mentioned amendments to the standards from July 1, 2024. Existing enterprises shall implement Article 1 (1) and (2), Article 3 b) and c), and Article 7 a) of the amendment to the "Emission Standards for Pollutants in the Petroleum Refining Industry" (GB 31570-2015), Article 1 (1), Article 3 b) and c) of the amendment to the "Emission Standards for Pollutants in the Petrochemical Industry" (GB 31571-2015), and Article 7 b) and c) and Article 14 b) of the amendment to the "Emission Standards for Pollutants in the Synthetic Resin Industry" (GB 31572-2015) from December 31, 2025; other provisions of the above-mentioned amendments to the standards shall be implemented from July 1, 2024.
